It's the little details that really make this series.

The little lines that are completely irrelevant to the actual story, and, in particular, the quirks of each of the characters. Like the way Emi goes completely ballistic while painting stuff. No matter what it is that she's actually painting. That lead to some... interesting motivational lines.

And Rino's succeptibility to hypnotism.
And Ikumi yet again coming across a stash of what was presumably porn.

Well, whatever the method, they managed to complete the student council president's challenges, and thus got the approval they needed.

LOL, oh that position..

Poor Ayaka this episode. She didn't deserve that. Their teacher was useful but the ending felt a bit underwhelming. Rino's role didn't impress me that much this episode at all.

It includes many still images from Episode 11.

I really enjoyed the three episodes of the Culture Festival arc. And of course
there was the story arc about the mystery of the question box arsonist. But
I'm glad that we are apparently moving on to something else.

There are thirteen episodes. Volume 7 of the Blu-ray/DVD contains Episode 12
and Episode 13.

I can't recognize Japanese accents or dialects. But I am curious about the way
that Kimi-chan (the girl with thick glasses and braided hair) was speaking so
that the club members had no idea what she was saying. If somebody knows
where she is from, please tell me. However, I found out that her voice actress
is Eri Nakao (中尾衣里). Eri was born in the city of Kobe (神戸市) in Hyōgo
Prefecture (兵庫県). That is precisely in the Kansai region, where people speak
with the Osaka accent (関西弁/関西方言) and dialectical expressions. Presumably,
it would be offensive to have a voice actress play a Kansai character unless she
was actually from Kansai. So I guess Kimi-chan speaks Kansai-ben. Am I right?

When Kimie tried to use standard Japanese, it sounded to me she came from somewhere in the Tohoku (North-Eastern) parts of Japan. I don't know which prefecture in Tohoku, though. At least, her accent is NOT of Osaka or Kansai.
As for the part when she asked something and the members of the club were at a loss to make sense of it, I guess it wasn't an actual dialect of somewhere in Japan. Maybe her voice actress didn't know what she was saying.

The first part is Kimie's question written in standard Japanese with Tohoku accent, the second is the answer from one of the members, which was in standard and formal Japanese. The last part is a message from the club members to cheer her up. I guess it was supposed to be written in her native dialect so that she would be relaxed, but I don't think it was a real language.
By the way, it is voice actor's job to act a particular character with some peculiarity. As far as they act how they should be, who cares where they come from?

This was rather good episode. I just realized this series could have been a lot better if they met all those students asking for advice in person before.

Also, teacher's oppai was grand one ^__^ Megane girl's speak was hillarious. And Akamatsu x Rino relationship seems to be progressing further.

I just don't understand why they get over with festival in few seconds.

I had guessed that there was some danger to have a voice actress from one part
of Japan portray a character from another part of Japan. In Episode 12 of "Boku
no Imōto wa Ōsaka Okan" (僕の妹は大阪おかん), the younger sister Namika, who
now lives in Tokyo but who was originally from Osaka said, "You know, it really
pisses off an Osakan to hear people talking in a fake Osaka dialect!"

As an example of a very good match between a voice actress and her character,
"Miho", the main character of "Girls und Panzer", was originally from Kumamoto
(熊本) on the island of Kyūshū in the extreme southern tip of Japan. Their local
languages are quite different from other parts of Japan. The voice actress, Mai
Tachigami (渕上舞), is from Fukuoka (福岡市) which is also on Kyūshū, so her
local dialect and accent would be fairly similar to Kumamoto.

In North American cartoons, it has become more and more common that the
voice performers come from the same ethnic background as their character. So
for example Japanese characters are likely to be voiced by Japanese-American
voice actors such as George Takei. Chinese characters are likely to be voiced by
Chinese-American voice actresses such as Ming-Na, Lucy Liu and Lauren Tom.
African-American characters are likely to be voiced by African-American voice
actors such as Isaac Hayes.

Long wait but worth it.
And i have to say that teacher was funny in a way not to mention the girls with the accent the way she talked like that.

Convincing that male student wasn't very hard tho it was nice to see Emi's artistic side again, if you can call it that.
And having the student council president as main villain was nice.

Wow this was one hilarious episodes. The negatives were interesting characters especially the megane girl. I hope she makes further appearances even just a bit. I wonder what she said to Akamatsu though, it really doesn't sound like a real language.. probably something the VA made up on the spot.

Nice development between Akamatsu and Rino. She sure gets jealous easily, I love her expression when Ikumi was "wrestling" with Akamatsu XD Also that almost hug!!!

I didn't expect them to have a big bad villain though. The president does seem like a bitch.

It's natural for you to feel insulted when someone mimics your way of speaking badly. She should have known her brother did it with good intentions to become more friendly with her. But, she was really irritated because it was a studied and flaunting act.
If he was living in Osaka and got influenced by friends there and then he started using somewhat awkward Osaka dialect before he knew, I guess she took it as a natural consequence and was happy with it even if, or rather because, it sounded a fake.

I know how you felt. I guess it would sound more vivid and likable.
But speaking of political correctness, if the director and the script writer of the anime did so, they could be accused of mocking people living in the particular part of Japan (hey, they are speaking nonsense language!). Strict critics wouldn't forgive them even if it was the voice actress's birthplace. Or rather, it could make things more difficult especially when it was a small rural part, in other word, she was a minority. They would say the director hired her on purpose and used her as an excuse for insulting there... or some such.

Anyway, interesting to see Ayaka begging to that President. I'm curious as what Akamatsu was saying "Ayaka is my precious-" then it cut out from there. Its interesting and funny how they all solve the negative three's problem. I laugh out when Tomoko sensei's story, they fell asleep.

They're shipping Akamatsu x Rino hard.

Originally, it was not the name of the mountain but an explanation or a story about there. A certain European explorer asked native people there, "What is that?" They explained "It is the place where we..." Then, the explorer took the story as the name of the place. This kind of mistakes are not rare.

When Spanish missionaries came to Japan on 1549 and started to study the grammar of Japanese in order to translate the Bible into Japanese, they assumed some combinations of one Japanese verb and some adverbs were grammatical inflection of the single verb (do, did, done, should do, should have done, can do, may do, will be able to do, seem to have been done... et cetera, et cetera). Consequently, the Japanese textbooks they wrote were very difficult and European people those days thought the Japanese grammar was extremely complex.

As of today, eps 10 is the latest sub. The translators have difficult time because this show has wordy lines as comedy.

Interesting three chars ... I wonder what the first girl even said? :P The second guy was pretty hot ... and using the child-like Rino to get Tomoko-sensei back on track! :O Glad everything went well for them ... but all that and we didn't get to see the game played?! Darn it ...
Now we know why the feud between Ayaka and the student council president started ... I wonder if they're going to touch on that the last episodes? What about Rino falling into Akamatsu?! Hmm ...

Nice overall the episode, a little different from the usual story, with the addition of some new faces.
Drawings and animations pretty good, nothing earth-shattering story, in which the best prove to be Emi-chan and Isuki.
Not bad construction of the characters, who acquire another bit of characterization.
Plot that does not advance that much, except in the relationship between Akamatsu and Rino.
