Why do Jojo fans hate Ciociolatta because he is evil and loathsome, but love Dio, Kars, Kira and Diavolo, even through they are also evil and loathsome?

Dio is basically Jojo's equivalent of Satan. He [/spoiler] killed Jonathan and stole his body, he caused chain of events that resulted in Jojo's family suffering from all this misery and pain and he once forced a woman to eat her own baby for laughs [/spoiler].
Kars [spoiler] genocided his entire race over a petty argument [spoiler].
Kira is a [spoiler] serial killer who murdered several innocent women to satisfy his sick fetish [spoiler].
Diavolo [spoiler] killed his own mother, was a crimelord responsible for several murders, sold drugs to children and tried to kill his own daughter in order to remain anonymous. He also hired Ciociolatta to do dirty work for him [spoiler].

What I mean is, all these villains are as evil, if not worse, as Ciociolatta, who was a sadistic serial killer. Yet Ciociolatta is the only villain who is hated and treated with contempt by fans, to the point where most people believe that he was the one who deserved eternal death timeloop, not Diavolo.

But why? Why is Ciociolatta hated much more than, for example, Dio?

When you hate/love a villain it means he has got a good writing, Chocolata simply didn't have much space in the series

I don't hate him he is fine as a minor villain, I do however hate diavolo for being a shallow nothing villain when he is the main antagonist of the part.

I think Cioccolatta was made to be hatable. A lot of the minor villains in Jojo are written to be terrible people so that we cheer for the main characters when they beat that guy up

the difference between them is that the main villains had honor (dio said he respected Jonathan, kars wasn't as honorable but he was driven by a somewhat noble goal) and had some kind of empathy (kira definitely had feelings for misato) weren't sadistic (even diavolo hated choclate because he was wrong in the head). also i wold say pucci is right in most things except that he would go to great to achieve a dream that he belives would benefit humanity, fuck chocolate, all he wants to do is torture the elderly!

To be honest I've never seen someone hate Ciocolatta as he is just written to be an antagonist with sadistic personality.

He is indeed not as popular as the likes of Dio, Kira, Diavolo etc....because he isn't charismatic and he feels like just another regular villain.

I think you raise an important point, though I think the answer is fairly straightforward: The difference is in their personalities and self-expression.

Cioccolata gets weirdly friendly with his human pet, Secco, while Dio's attitude toward his minions ranges from domineering command to vampiric seduction. As a result, despite doing the same thing, one is seen as creepy and the other is seen as powerful or sexy.

During some of their fight scenes, Cioccolata comes across as more desperate and vulnerable, whereas any vulnerability in Dio was a surprise. Dio acted with more confidence and sense of power.

What it really comes down to is the impression they give the viewer, which can be tied up in many, many little things, from charisma, to composure, to things that are seen as flaws within the framework of a stereotypical sense of masculinity.

They're not actually being judged on their morality, but their power and their personality.
