Oshi no ko is not filler, it's pretty much the main point behind the series. Disecting the entertainment industry is the main point. The murder mystery/revenge plot is very much the B plot. I know the ending of the first episode leads people to believe the revenge plot is the main point of the story but the vast majority of OnK content is about the inner workings of the entertainment industry.

To expand on what I said, OnK is pretty much the mouth piece of the author, Aka Akasaka and describes his experiences as well as the artist (mengo yokoyari) experience with the entertainment industry. There's alot of speculation for example that the female mangaka is inspired by the real OnK artist, mengo yokoyari. there's an old thread that talks about it
