No, Chinatsu is (and always) just being honest and headfront with everything. She is not trying to do anything evil, she knows that they are dating and she has no chance, but the way she handles it is VERY direct. Tell your friend that she also likes the same guy, just for the sake of being honest. Later, tell the guy (knowing that he will reject you anyway), get dumped, and move on. To her, she must be honest both to her feeling and people around her, and expecting everything is fine as long as everyone is honest. Super naive, yes, but that's kids.
Of course, it might cause short term negative effect, but it's actually better than holding it and ended up becoming an unseen trouble for their relationship (or 4 arc of never ending romance drama if this is your typical adult romantic drama). She's simply at the age where she does not really know how people handle things differently, but it's not stemming from malice or desperation.
I know my response is over a month late, now, because I'm only just getting caught up Tsuki ga Kirei, but this is exactly right. Compare this story to the (in)actions of the lead characters in Your Lie in April, where the protagonists all agonize over misconceptions until it's too late, just so they can agonize some more about opportunities lost.
Chinatsu is being a little bit selfish, sure, because this is all about her own resolution and she isn't fully respecting the boundaries that most of us would, but I wouldn't go so far as to call her actions immature. She's not expecting Azuma to bail on Akane either, but let's be honest, neither one of them are throwing around signals that they are madly in love with each other. From Chinatsu's perspective, who knows what Azuma thinks? When has anyone seen Azuma and Akane happy together? Since Chinatsu and Akane have an understanding that they will remain friends, what does she have to lose?

Personally, I think Chinatsu believes she's on a roll, having undermined Akane's confidence by sending her that text, causing Akane to lose to her on the track field, and now Chinatsu is all pumped up and thinks that she can steal Akane's boyfriend away from her. Ayane was right: ditch the #@%$!. You definitely don't need friends like that.
During that last scene in the library I was fully expecting Akane to break up with Kotarou the way she was talking. And I wouldn't be surprised if, in the next episode, she tells Kotarou it's okay if he breaks up with her if he wants to go out with Chinatsu, or worse, just breaks up with him to give her "best friend" a chance. Chinatsu started out as a really great character, but she's turned into the worst character of the series.

It may be rude around here but I believe "confessing for closure" is just another peculiar belief specific to Japan.
I mean, It's not just in here.
Many romance conflicts in anime ends with the loser confessing anyway even though they know they already lost.
For example, in Kuzu no Honkai:
The two main leads, knowing they already lost for quite a while, decide to end their unwavering crush by confessing to their loved ones and being directly rejected.
It was only after they were directly rejected that they were able to slowly begin to move on.
They technically didn't need to confess in order to move on, but they did it anyway for the same reason Chinatsu is doing now... Closure.
That makes me believe it's not just straight inconsideration, but actually a legit thing to end your crushes by directly receiving a rejection in Japan.
It's plausable because Japan is full of these very peculiar practices and beliefs that we don't quite follow.
For example, the famous "cutting your hair to represent growth or change". In the west people would find that ridiculous, but in Japan it's a legit thing.
Additionally, "confessing for closure" is a way of getting your feeling out of your chest instead of bottling it all up and suffering for it.

that the problem with girls/woman if they don't hear rejection straight from the guy's mouth they feel there is still a chance & that's dangerous cause then she cant let go & then she can't be close to him cause if she does she mite act on her feelings subconsciously & that can at least lead to drama if not brake up (friendship brake up for sure) well at least anime girls/woman have that issue so yes she is serious also + what HyperL said

Chinatsu is a two-faced bitch. She pretends to be a considerate friend and then says she's going to confess to Kotarou in the same voice with the same expression. Disgusting. Akane's sister was right that she should ditch her.
I can't believe it... a series where a love triangle is mostly solved due to the characters actually having a proper talk? Man, I just love how the drama is being handled so far.
And also, did that publisher really make Kota cross the city and spend money just for him to crush his dream? Seriously? HE COULD HAVE GONE TO THE RACE TO CHEER AKANE! Well, at least I'm glad Kota won't pay much attention to it and instead, decide to try harder.
Overall, it was another fantastic episode. As I said, I really liked how the drama regarding the love triangle was handled but also damn, Chinatsu sure knows how to make proper cliffhangers. Now, let's see how my boy will handle this situation.
And on a side note, I must say I'm really loving the insert songs this anime has. They are all so fitting for their respective scenes it makes the anime even more enjoyable to watch.
P.S.: I know she's doing it mostly on purpose but Miu is such a pain. I honestly feel bad for Inaba I mean, poor guy xD
Everyone in the comments is talking about Chinatsu and I get it. But the thing that pissed me off was that editor being a total cunt and dragging Azumi all the way to his office to tell him he's shit at writing.

Damn, that kadoyama employee dude really made Azumi go all the way there just to tell him his writing sucks. What a dick, it's all about the money for those fools. Another great episode, Azumi and Akane's relationship is so good and wholesome. Though respect to Chinatsu for being honest and understanding but, bitch knowing the guy you like has a girlfriend but, still confessing ain't it. Miu and Inaba's relationship is hilarious but, in real life that is really kinda annoying, I feel you Inaba.
Just realized it’s actually kinda nice to not have characters yelling all the time. I love my comedy, but this is a nice change of pace.
I like how the potential love triangle was solved near instantly thanks to the guts she had to speak up and let her know of her relationship. Definitely wasn’t expecting that, I was almost sure that this conflict would take up the focus of several other episodes. Although it does seem we have a potential confession coming up, which I find a little weird, but still understand where she’s coming from. Guess we will see how it plays out.
Loved how Tsuki ga Kirei handled the whole Chinatsu crush situation with Akane. Chinatsu still wants to clear the air with Kotarou, which could lead to a little bit of trouble later on given the possibility of others finding out about what all is happening, but her and Akane talking it out nicely and calmly instead of letting it become a massive clusterfuck of drama is quite the refreshing move to see. Both Akane and Kotarou struggle a bit in their own personal journeys, Akane underperforming and missing the prefecturals due to her personal distractions with the Chinatsu situation while Kotarou's novel idea got rejected as the company believes he doesn't have the natural talent and skill to become a proper author, maybe light novel author at best. They're both undergoing their own personal struggles but still boost each other up to give it their best. Love how both of them are together but still have their own personal interests and journeys to be explored; fleshes out their character so much better that way instead of using the relationship as the only thing to note about both of them.

I took it as Akane doesn’t know how to handle the fact that Chinatsu likes Azumi because it upsets her but she doesn’t want to lose her friend like her sister suggested. The sister was right by the way. Chinatsu made it clear that it was obvious how Akane and Azumi like each other so knowing that what type of friend still admits to having a crush on someone their friend likes? For example let’s give Chinatsu the benefit of the doubt and say that she still tells Akane she has the crush while knowing how Akane feels but Chinatsu figures nothing is coming of it so I might as well go for it, that’s still a little messed up to do to a best friend but fine. Once Akane tells her that she and Azumi are dating, Chinatsu should’ve backed off if she was a real friend let alone best friend. For her to say that she wants to still confess at the end of the episode in order to get closure than she’s not a friend at all.

While I focus on the 'why' vs 'right or wrong', noting this is setting up the next episode, I don't disagree with this at all. Akane clearly feels terrible about dating someone her best friend likes, and seems to be prioritizing that friendship over her romantic relationship, Chinatsu seems motivated to try no matter what (and see if the friendship with Akane survives).
My heart stopped for a second when Akane said she wanted to focus more on running. I thought she was taking her sister's advice that you can't keep both to heart and breaking up with him. And then Kotarou says he feels the same, and she looks all surprised and serious but then the pinky promise comes back and everything was wonderful again.
