I think it's just the language they use in official paperwork overall and if it's some lesser used kanji you might not even know the reading or meaning right away even as a Japanese person, ofc always also depends on your academic background, how much you read, how old you are and so on.
I have my first session of filling out documents for the ward office tomorrow here in Japan and they don't let us go alone but send up Japanese partners because it's too confusing otherwise lol.

I mean visiting is something different, as a tourist some basic words like thank you or hello are really enough depending on what you wanna do.
Well...sometimes even the documents in Germany are written so weirdly in this stiff language that nobody would normally use that I can understand getting confused by them even if its your mother tongue xD
Also a lot of words nobody uses outside those documents and it's a whole other thing if they're writting in Kanji

yep yep, I always wondered how people go or move somewhere without the language. I know Japanese and am still totally confused by so many things and documents xD
And then I talked to a Japanese friend and even he said he doesn't understand some of the Japanese paperwork haha

true..but at least I know the language well enough and got some connections already, otherwise it would probably be impossible to live there...
