How good is the quality on the original 1999 Megaseries DVD? Is the re-mastered version that much better to justify spending a lot more?

How much more are we talking? Honestly, it depends on personal preference and how you prefer to watch it. i absolutely loved bubblegum crisis, so I would have def picked up the vintage 1999 VHSs but I don't have a VHS player anymore. Honestly, I've owned several sets of "remastered" blue-rays and not much changes between them and the originals. If you have the VHS player, go for the originals. Otherwise, get the remastered.

The 1987 OVA. The 2040 version is pretty clean already

Well right now I can get the whole Megaseries DVD set from 1999 for $8, or the remastered release from 2004 for $35.

Then just download it and burn it on disk, no one is going to pat you on the back for buying anime related content. japan does not care about western market.
