| Well sorry to say this but the answer is No On the Other hand what it means is that there was Survey or something like that in which the Japanese Audiences voted. The topic of the Survey was, "The best anime which takes place on Sea" and Grand Blue came Second in that survey and the Anime that came in 1st place is One Piece and how did I know this, well it is because of the Article that was linked on the post by Grand Blue official Twitter.
