Both shows focus on "heroes", they are both light hearted comedies that don't take themselves seriously. Both shows have great sense humour, To Be Hero being slight more crass. They both have good animation, great character designs & amazing OST's.

The themes of the series are different but they have a really similiar style of humor going on.

Both absurdist comedies and both Chinese anime. Similar senses of humour with To Be Hero being on the more vulgar side. Both series have lots of charm and great characters.

Both are comedy animes that rely on their main characters idiocy and serious secondary characters for comedic effects

Same kind of jokes and allegorical storytelling.

Both are a shorter format. Both have a slapstick element to them. Both have a pretty out of the box story to them. Shows share a similar vibe.

Both have the same type of absurd and random humour with nonsense characters that makes you ask yourself "what the hell i am watching?"

To Be Hero and Panty and Stocking both have crude anount of humor, including the same sexual and bathroom jokes. They are both action shows as well, with hilarious villains and slightly unlikable protagonists.

Over-the-top comedy is abound in both works, as well as over-the-top animation. They're both pretty short (To Be Hero is a collection of 11-minute episodes). Both Dead Leaves and To Be Hero like to bring up plot points and bombastically get rid of them within a blink of an eye. To Be Hero, however, is approximately 3 times the length of Dead Leaves in terms of both of their overall run times, so if you're worried that you may get burnt out on the excessive speed and crudeness of Dead Leaves, To Be Hero might leave you a little drained by the end of it.

Both "Hero" anime that aren't too serious and have great senses of humour. They both have great art styles, OST's & character designs. Both use physical comedy with often characters having grotesque appearances for the sake of a laugh (think sourface in OPM 2) however To Be Hero takes this style of humour a lot further than OPM2.

Both "hero" anime with great and unique senses of humour. Both shows have amazing character designs, OST's and villains. Both main characters don't believe in themselves or their own abilities at the start of these series.

These are both short comedy series that were originally of Chinese origin. They take little time investment and so are very easy to get into and have great senses of humour. They also both have great character designs.

Both "Hero" series that have world building with heroes, villains and super powers. To Be Hero takes itself a lot less seriously and is much more crass but MHA also has a great sense of humour. Both series have great OSTs, character designs and animation.

Goofy protagonist (also gross in To Be Hero) and evil heroes constantly end up in comically exaggerated normal family activities like talking, eating, arguing.
