To start, this could have been amazing. Spin-off anime can be very good and interesting, bringing about a different viewpoint or just giving new information about the universe of the anime. Having a spin-off anime showing us the inner workings of Tempest was an amazing idea, as it would have been a slightly different focus from what the main story is, and given viewers so much more to learn about how a nation of monsters is ran. However, this is not it by any means.
To begin, it honestly does not feel in any way like a spin-off anime. Upon watching, it actually feels like several

consecutive filler episodes. This could have been overlooked if every episodes wasn't so incredibly... well, bland. Not much is really accomplished in any episode, and it just drags on and on. One could say that this is done to ensure main storyline is not changed, however, with how big the world is in "Tensei Shitara", there was definitely plenty of wiggle room without making everything so stagnate. It could have been slightly improved if it was shorter episodes, or perhaps less of them. However, having a full season of full-length episodes just was too much. If any viewer can make it through the entire season, applause to them because I found it impossible.
The characters, sadly, were bad. The same characters you grow to love and enjoy in the main series are reduced to one-dimensional joke characters. After about 5 minutes of the exaggerated jokes it's hard to not try and skip through. The animation for the characters also was not good; yes the females looked pretty good still, but all of the males looked like the Wish version of themselves. It made it hard to focus and keep in mind who you were actually looking at. A difference, or even complete art style change, for spin-offs is not uncommon mind you. In fact it's more surprising if the art style has no changes at all. However, this was beyond bad compared to the main anime. For instance, I honestly did not recognize Hakurou at all when he appeared, as he beared almost zero resemblance to his main design.
The sound design was barely there, and didn't have the charm of the main show's OST. The opening and ending aren't the worst, however they aren't something anyone would listen to more than once; they are very skippable.
All in all, this was a wasted oppurtunity that I wish would have been good, but yet was not. If anyone truly wishes to watch this then go ahead, but be warned of its flaws. (It also for some reason ignores the events of S2 part 1 even though it came out after it? So watch it between S1 and S2 if you wish for continuity.)
I will say though: you are not missing anything by skipping this anime.
