Fooly Cooly. Firstly, one word to familiarize yourself with when looking at this anime is bias.
I went into the show with a positive bias because i have fond memories of my uncles watching shows like this and Cowboy Bebop when I was little. because of that bias, i was able to see all that the show had to offer. Equally, I went into NGE with a neutral bias and felt it was pretty average aside from Shinji being worthless.
Starting the show, it is important to go in with an open mind. There are a few things that might put you off in the first episode

and if you let it, the rest will be atrocious for you and no amount of rewatching would change that. The reason is because of that negative bias. I'm not going to say this show is an artsy flop that requires an artistic understanding or that it is a work of literature that requires literary comprehension.
The reason is that this show can be wonderful for anyone. Each episode has essentially the same feel to it from a different angle. It is simply easy to get used to if you let it. Don't worry about whether you will understand it or not. Because of the pace, some parts will be difficult to follow if you are not Japanese fluent (I watched sub).
The show does however have flaws. These flaws are nothing structural. There are just some bits (small bits) that require quite the stretch to make sense of.
Rating for this show is impossible to do without bias, so I'll just say that in my honest opinion, flcl is a solid 9. If you want to know the structural bits, look for the mid-range reviews, but if you are looking for anything particular, you are entering the show with the wrong attitude as every element in the show will require appreciation on a personal level.
