This a recommendation not for the anime of Petshop of Horrors and it only an OVA, but the manga instead. They both use the villain of the day trope and a formulaic schedule though both of these are used to a higher extent in Jigoku Shoujo. Pet Shop of Horrors plays around more with the formula it set up. Both of them are also horror or use horror themes strongly throughout the works. They are both supernatural fantasies though Petshop of Horrors uses the fantasy aspects more than Jigoku Shoujo Along with the villain of the week stories they also have an overarching plot that progress through the work and at least one if not more sequel (Petshop of Horrors has Shin Petshop of Horrors and Jigoku Shoujo has Futakomori, Mitsuganae, Yoi no Togi and a live action horror movie) The main characters of the work are also very secretive (Count D and Ai Enma) and in the first season/series they are accompanied by at least one human trying to figure out what is happening/stop the events (Leon Orcot and Shibata Hajime/Shibata Tsugumi). Both are also very enjoyable, in the way that horror is.

Though the works are quite different both of them involve revisiting an older work by the author to give another generation/a slightly younger generation of characters a new lease of life and a story. Both are also easier to read if you know the source material.

Both anime have a focus on the supernatural and an organization meant to deal with it. Both are somewhat dark/sad and have their own arcs in the overarching story. Both fit into very similar genres and are both enjoyable to watch, they will both keep you hooked.
