I just don’t believe that a show needs more than 500 episodes to get good.
Also very hard to compliment the show when you compare it to something like HxH.
Even if you don’t count the goated chimera ant arc, it still manages to be an almost flawless shounen with human believable cast and well crafted story.
Now about luffy, what you are referring to in your comments is external conflicts. External conflicts do not add depth to a character.
