There is a video on Youtube of Digibro talking about the raving popularity of anime in the 90s, and how Americans would smuggle VHS into the country and secretly distribute them because the quality is so great. He talks about how we have lowered standards for rehashed trash, how we ignore terrible CG crowds and exposition dumps, that anime is going downhill, except in one section:
Comedy.
This show is the embodiment of the essence of doing anime right. The first season was low budget, but the spirit and comedic power was driving this show to greater heights.

yet retained the full essence that made the first season so great. Now we have full, completely unnecessary sakuga intros, highly animated faces, ultra quality sound production, all with the same greatness as before.
The story gets better and better, and while I can't say I've read the source material, I love the character arcs and the overall world arcs; the characters are being developed excellently, and the characters being introduced are becoming mainstays in the cast that feel completely irreplaceable.
Comedy, like Saiki, is the primary element that quality anime is continually being produced, and I am glad to say that Saiki Kusuo is among the greats.
