Yuugai Toshi is the author's personal view on censorship in japan and while this isn't a topic you'll see often in anime/manga its development isn't really going to impress you if you've seen any western take on this topic.
STORY:
The story revolves around the release of this manga called "Dark walker" and the events that happen to the author Hibino.
In this version of Japan there's a council that supervise every piece of media and eventually censors those whom are labeled as dangerous or malicious for the public.

see how it affects the rest of Japan, probably it could have been better with a few more chapters (this manga is really short, there are just 2 volumes)but by the end it'll seem just a shallow rant by the author that comes with a really bland conclusion.
ART:
Really forgettable character design with a lot of white backgrounds, it does its job but it really feels like a rookie work.
CHARACTER:
This is probably the worst part, we should consider that the cast isn't too big we have just a bunch of characters, and every single one of them is forgettable this is due to their dialogue, often really forced especially during the "Trial".
The other problem is that we never get the Council explored enough but instead we get a plain description of their behaviour during the said trial.
It doesn't help the fact that ,as I said before, the character design is really weak and you'll probably forget the face of every single character in a week.
OVERALL:
Really good premise wasted by an average author, it's not a manga that really does something wrong but you can get a better analysis on the subject elsewhere
