Both are comedy about protecting lolis from lolicons. While in Lolicon Phoenix a hero is protecting them, in Lolicon Saga lolis are protecting other lolis. 

Parodies of a superhero genre with untraditional protagoinst that has a certain gimmick. Both mix comedy with action, though Lolicon Phoenix puts more emphasis on the comedy part. 

Both are manga full of perverted jokes and randomness. While Oretama is about demons and main hero must save the world, Lolicon Phoenix is about lolis and superheroes and main hero is trying to save kids. Both are ecchi comedies. 

Both series not only share the same author, they also both share their sense of humor, as well. Machigatta Light Novel thankfully has less half-naked muscular men, though. 

CST is also a comedy about lolis, although it definitely has hentai and isn't limited to ecchi scenes, but if you can get past that it has a lot of humerous conversation and romance. 

They both deal with lolis and comedy.
