For Asian female (i think) is usually grown to almost adult height at 15-16 years old, after that they'd still grow taller but at a much slower rate, hence no significant increase in height

While I view them as late teens to early twenties (with Yuuri being the older one), I think the author made them intentionally vague in age.

Yeah the term shoujo imply something not adult, so I'd say something around fifteen, it would be hard to take something akin to survivalism seriously with a younger age.

Chito has a prepubescent body: undefined chest and waist. Yuuri has a postpubescent body: defined chest and waist. If we rely on biology, Chito should be under 13 and Yuuri above 13.

Yes, but there are kids like that.

When I was like 14-15 in our class some of the girls were beginning to look like wоmen other still looked like children. People grow with different rate.

Also Chito can be naturally small.
There is even anime trope - Suzu from Seitokai Yakuindomo is example and her demeanor is the most mature from all the student council.

Of course they both can be around 13-14, one lot more developed than the other, but this is not the average case. With the information we have, if I must guess, I say they have 1 or 2 years of difference.

I can think of three hints at their ages from the manga:

Personally I would guess 14-15-ish. Like, if you'd place them in some other anime taking place in the present, they'd be late middle school or first year high school students.
