The Shogun seems useless. And yes, a revolution/civil war will soon break out that he will be unable to stop.

Kikuchiyo doesn’t seem like a Shogun at all. He was saved from those customers. Nio will be recompensed after that.

Nio's treasure continues with meeting a young man needing few cups of water, and he's a pretty spoiled brat at that. But it's not until the entrance of an assassin wanting to swing a sword in the restaurant, that has the 3 children stopping him all at once before he wrecks the place apart, revealing the young man's name of Kikuchiyo. The strong, burly hitman who wants him dead, with the Miburo attending affairs thereafter to know that Kikuchiyo, is the Shogun of Tokugawa Iemochi...but not quite exact, under the alias of Seii Taishogun. Escorting him back to Nijo Castle is a tall order, even for the Miburo knowing they have a group of 7 assassins chasing their tail. Despite Nio's grandmother's qualms about him, she did indeed teach him a valuable lesson to act the part of the Lord.

With Nio's plan to diverge the current Miburo forces and leave Iemochi with him, not even he could analyze the same assassin coming back for his sword, and taunting the both of them with a hunt. The Shogun who wanted to live life outside of his jurisdiction, on top of the current issues of foreigners invading the land and slwoly destroying the life they've worked so hard to build, the indecisive, powerless side of him as it is, Kikuchiyo still wants to see it come to past.

The Miburo will protect the Shogun, power or powerless as he is.
