I thought it was ‘The Robot’ at first so I checked with a clip of ‘The Robot’ but I don’t think it is. Any thoughts?

It looks familiar but I'd wager it's actually an original dance. My guess would be that it had inspiration from one or more popular dances/moves so that's why we instinctively think "hey, I've seen that one.

I couldve SWORN I've seen something similar before, but I cant place it... I thought it was something middle-eastern, but googling "middle eastern male dance" didnt pull up anything with the right motions.. it feels like it's on the tip of my tongue!

If it really is based on something old, it has to be from a culture where men wear robes.
Actually now that I think about it maybe it has Chinese or Korean roots..?
