So, I guess we get a mini anime-only arc (or is this in the light novel but not the Railgun manga?) before the Imouto arc.
Also loved OP and ED.
I'm interested in how that machine limits abilities. Does it mess with their brainwaves à la level upper, or does it just affect their concentration?
The Milk Man has pretty awesome skills.
Though I've said this plenty of times in the beginning, but once again, this is probably the last time I'm watching the first airing, since a new semester is starting, and I probably won't be dropping this class that conflicts with Railgun. It was fun watching it online. I guess I'll have to settle for speedsubs.

EDIT: watching the episode... nice OP, looks like we're gonna have less Touma and more Kiyama-sensei. "Milk-guy" is awesome... i think i'm gonna drink more milk, lol
All the episode was great, my score for this episode is 9/10!
Why everyone want Imouto arc so badly? Is it that much different from what was shown in Index?
New OP song was nice, the animation was kinda boring. Very small cameo of Index here and no Touma.
I like this arc so far. Again we have to deal with people without "skills", but now they come as a gang of delinquents. The capacity limiter idea is good, but was solved too quickly by milk man.
It was very predictable up to some point, especially that Konori and the milk man knew each other. I had to laugh when milk man hinted at Misaka/Kuroko's breasts and told he knew someone with such breasts before (which should be Konori, obviously)
So the swimsuit episode was already preparing for the next arc :P

Imouto arc on Railgun is about Biribiri and her first meeting with one of her clones, also in all that arc, Biribiri start to like her clones and trying to protect all they from Accelerator. More info on the manga xD
Liked the OP and the beginning was promising, but after all too quickly resolved.
It was obvious that Konori and Big Spider are linked, but how did the breast remark relate to Konori?
Big Spider reminds me of Gintoki, it would be strawberry milk then of course.
Mitsuko was caught by a group of guys? She thought she can take care of them easily, but she cannot. She was controlled through head (headache). Another guy from behind them carries something. Mitsuko is now unconscious. Then for some reason, those guys are out and judgments are here. Kuruko thought Mitsuko, as a level 4 user, did it, but actually that mysterious guy came... Uiharu is listening to what happened from her. She said that that mysterious guy carries a suit jacket? and there's spider web with huge spider on his back. Konori is shocked. Kuroko is guessing if that guy that Mitsuko described beat them.
It's new OP!! I didn't like the song comparing to OP1 when I listened to the preview, but when I heard it with the new OP clip, I kind of like it more, but still OP1 is SUPER!!
So, that's why Konori's shocked. She knows about Big Spider. Illegal group...
At the cafe, Misaka is angry when she heard that Mitsuko's been attacked. She hates those kind of guys because they are escaping from the reality? Saten is sighing because it's like Misaka said about her. Misaka said she's different and Kuroko agreed with her by saying Saten is alone and needs help. Uiharu said about Big Spider, which is a group who illegally imports weapons. Misaka wishes that they will come to her. Kuroko used the chance to hug her, while Saten asked Uihara what happened next. Saten commented that the mysterious buy who beat them are hero. Kuroko said no! Those who are not judgments are NOT HERO!! At her room, Konori is looking at her cellphone.
The scene changed to a group and the boss heard about the incident. He pointed a gun at the person who said about it and said don't say such lies. He said that he should be dead. He is reminding the guys that he's the boss of Big Spider. His back has a smaller spider and no spider web like Mitsuko described.
There are three victims now. According to Uiharu, they became bad since two years ago. Konori is shocked (inserting my guess before proceeding... that guy, who was originally the boss, is her boyfriend and he died two years ago?).
Misaka is thinking how they can get the weapon illegally while the academic city is strict about importing and exporting. So there might be a "back" way. Uiharu said the name of the boss is Wataru. Konori is shocked also at this info. And he also has spider. Then Kuroko and Misaka are guessing if the mysterious guy is Wataru?
Kuroko is going to where they are. Konori is not going. Misaka is going instead. lol, Kuroko is happy. (Uiharu also commented that)
Kuroko and Misaka say very insulting things since they arrived there. The group gather around to them. Then a frizzy hair guy with carton of milk on his hand and said don't do anything to girls.
He walked toward them and one of them dropped his milk. He is now angry. He beat them and forced them to buy another carton of milk! They are gone and said Musasino Milk is the best. Misaka said she didn't ask him to save them. He knows a girl like them (with small breast), so he cannot care for them (inserting my guess here... it's Konori that he's talking about). Then he's gone.
Konori, in her room, opened her drawer and saw a red jacket like that guy's. Her sister? or roommate? came in and saw her coming back early. Konori's roommate is enjoying her youth life, she said. She knows something happened to Konori, but she said nothing. Since Konori comes back early, it's her turn to cook.
With that mysterious guy, Misaka and Kuroko are on top of a building. He said that it's his secret spot because it smells bad downstairs. He said the group hasn't changed since two years ago.
Saten knows Skill Out's feeling. There's no use even if they tried their best to rise their level and wants to throw everything out/abandon the city.
Back to that guy. He said they abandoned this academic city, where they judge everyone by people's level.
Uiharu is worried, Saten said she won't abandon this city.
He said academic city is like they are looking at the sky, it's hard to reach. Then he asked them what are they doing here. Kuroko said they are investigating about Big Spider, and he said it's best to not say it here. Then Kuroko asked about Wataru. He said he doesn't know. Then he lets them go. Misaka is now curious about him. Kuroko is jealous. Kuroko got beaten. She continued and said that he came back after two years, which is the same period of time when Big Spider expanded their power. Misaka is going to find out that tick? (hikkakaru). When they left, they showed a crossed out love umbrella (inserting my guess here... the frizzy guy and Konori).
The boss is pointing his gun at his guys to find out that guy, who beat several (or many?) of his guys.
When he's by himself, he's scared about if the rumor is truth.
The group are beating up those students with level. Then Misaka and Kuroko appeared in front of those guys beating up one of the students and easily defeated them.
They brought one of the beaten guy to Big Spider and said they are going to arrest Wataru.
When Kuroko said they are going to defeat them herself, both of them got headache (the vibration actually from the stereo). The boss said it's Capacity down, using sound to confuse the level. Then he said how about saying sorry Kurozuma-san.
Then that guy appeared and said oh, it's Kurozuma now? The guys are saying it's him!
Then the guy stopped the sound by destroying it. He made sure if they are ok and asked Misaka to hold his milk for him.
He said it's been a while, Hebitani (the boss's real name), that boss said he should be dead. He said then let's be a ghost. Henitani told his man to do him, but he's too strong. Hebitani is scared and ran away. Some guys who are alive ran away with him.
So, that guy is the real Kurozuma. Then he drank some of his milk. Konori came and completed his sentence. He said it's been a while, Nii. Both Misaka and Kuroko are shocked.
New ED... = <3!
Next ep... about Konori and Kurozuma.

What was shown in Index only came form Touma's point of view. In Railgun's sister arc, It shows in Mikoto point of view which has more details and has a lot of new characters (One of them is another lv 5) that you never seen in Index's sister arc.
I think it safe for you to read Sister arc in Railgun manga since anime won't go that way.
P.S. They may keep sister arc for second season. (If they will do it)

Oh god it is, what was shown in Index is like nothing.
The arc start way before Touma start to meddle with Misaka's affair and will probably continue after the Touma Vs Accelerator.
Well it was to be expected since the arc is not over in the manga. It is still better than if they made the imouto arc and did an anime only ending, this way we'll probably get imouto arc latter as a second season.

I really liked the new OP and the ED too, seems like they managed to catch the series mood with these also (of course with the same performers)
This arc seems interesting and I'm looking forward to the next episodes.
The new OP animation is great but the song is nothing special. The new ED is good in general. Might not be as catchy as dear my friend but it got a nice atmosphere.
Not too shabby new opening though the old one was more 'catchy' and fitting if you ask me.
Cool episode and I love that Kurozuma guy, he got balls and fighting skills to match up with it :D
Also a friend of mine have an almost identical tattoo, it's on the left side though and the spider is more of an black widow shape. The one in the anime looked more like an ant^^
But his whole tattoo is coloured in different shades of black and red as was Kurozuma's.
One thing that bugged me though is that no one noticed that Konori was troubled, I mean anyone with at least some basic skill in perception should have figured out at the very beginning that she new the guy who did this and most likely used to be a part of this spider gang..
Mmm. New OP and new ED. Fun stuff.
Fight animation was pretty smooth, but this seems like it's going to be an iffy filler. The plot was easy to figure out about 1/4 the way through the show, especially when they focused on the "Love umbrella" that was carved on the metal railing on that rooftop. Either way, I still enjoyed it.
...Did anyone else want Onee-sama to totally kick their asses and save Kuroko? No? Because I did. ._.

The OP is good, I liked the animation for it, especially the action scenes with Mikoto, but still prefer the old song though. Nice they went with fripside again.. it's good exposure and promotion for their new vocalist. However, I wasn't that fond of the ED, those pink and green outlines made it a bit too SHAFT looking, not that that's normally a bad thing..
This episode was a filler? Hm, for a filler it was a quite impressive one.

This arc looks like it'll be a bit interesting enough. Though, it does look like it'll end in the next episode. I wonder how the Konori development will turn out.
Another good episode, for now it's my favorite of the airing series. New OP is good, nice animation but song isn't as good as "Only my railgun" ...
Shame i got the meaning of the love umbrella at the end of the episode...

Definitely saw that!! It made me smile.
I liked the episode though it definitely is far from one of my favorites. The new OP was nice but I liked the old one better >_>. I think I'll hold judgement until next episode though because this one effectively accomplished nothing in my eyes.
And am I the only one that wishes Saten could level up?! I hope she does by the end of the series!!
Episode is ok...Skillout causing trouble then Milk Man comes to the rescue...maybe some background on Konori on next ep...still no Imouto arc...lol at Kuroko being happy when dragged by Misaka...
