Well it certainly does resemble the Rei monologue from evangelion, Anno certainly love pool scenes (had one in gunbuster, evangelion had a few scenes in pools, Nadia by necessity has episodes on the sea so close enough)

The pose is there to help characterise Machu-athletic, out of place and alone (notice how you only hear voices from the outside? With the themes of the gundam franchise it's easy to conclude it has something to do with it), self reliant and capable

The scene (and with the setup we can expect a theme in the story) talks about real and fake, pools are a creation by humans that tries to imitate a sea in a safe environment, maybe it means the colony and the victory of Zeon created a safe imitation of freedom that isn't real? She also talks about how she doesn't feel alive inside the water-a thing integral to life
The camera angle feels like the focus isn't fanservicy, I guess it's made to show what I said and provide a very cool shot
Also, Rei actually is comfortable in water, it isn't a contrast

I think it services multiple purposes. Yes, plain fan service it's definitely one of them, but also other things. She questioning her place in the world in a philosophical way, and showcasing her personality of being headstrong and doing what she wants in-spite of social norms or what others might think. So, an action-oriented girl, if you would.
