since the only other review on this one is a turd in a punchbowl i decided to write a dissenting opinion.
kissanime dot ru just got a subtitled version of this movie June 30, 2020 and i found it by accident via that site's 'Random' setting.
as best as i can tell this is a SKorean work using Adobe FlashPlayer animation. i think. there's a skyscraper around 3 minutes into the movie with Adobe clearly on the side of it and i'd seen animation similar to this movie before made with FP.
I'LL start at the end and work my way backwards. i liked this movie

and gave it an 8 across the board for everything because it was interesting and looked different than just about 99% of animation out there.
the characters are very limited in number, there's the two boys one who wears glasses and one who doesn't. they've been childhood friends for their whole lives in this small fishing town. one boy's mom gramma and cat play important roles. there's a female classmate of the two boys who is the cause of a good amount of conflict in the story. one of the boys lost his dad at a young age and his family and him run a seafood resturaunt and live in it as well. there's a new guy in this boy's life trying to date his widowed mom and of course the boy's not happy about this.
the friend with the glasses has a dad who's owner and Captain of one of the fishing boats in this town and he's paying to send glasses to Seoul to start at a boarding school after Summer Break. the two buddies are spending as much time together as possible before their last Summer together ends.
then there's the dream girl who the boy with no dad falls for. she's a strange one, never has a line in the movie, but her world is fascinatingly beautiful and amazingly fantastical. plus, heh, the boy's CAT travels with him to this beautiful world so we know it's not all dreams.
the music sound effects the art all are amazing and peculiar and strange and so different to me.
the story is HARDLY linear in any way. haha! it's told through many flashbacks and dreamlike fantastical sequences! it is hard to follow, so do NOT causally lay there half asleep through this movie.
i have NOT watched many Korean works in my lifetime but by putting my 'japanimation glasses on' i can slightly understand some of the culture. but just SOME! folks with Korean roots or MUCH more experience with their culture, society, and entertainment industry will probably enjoy this movie even more.
give this movie a try if you want to experience something different.
