The style of art in them are not what you would call the average anime art, and the episodes are short too. There is actually no plot in either, apart from the last episode as a sort of rounding off. They are very random time wasters for the purpose of making you laugh. Fun if you have nothing else to do for the last 5 minutes on the web.

They both have a similar genre, although the story-lines vary a lot.(Other wise it wouldn't be interesting, would it?) The Barsburg Military and the State alchemists are somewhat similar, and both main characters have deep pasts and people they want to protect.

Whilst the stories themes are very different,they are both stories in which the main girl character is mixed up in a love triangle with a funny air-head and a serious character from their past. However, Pen.B is a comedy with serious parts,whilst C. is more of a suspense in a seinin style, although with comedy.

It's both funny & cute and have the same personalities. The Genres are both slice of life and comedy, although i have to say Haruhi ONA was much more fun to watch.

The Main charachters are really similar, the way that Isshiki and Zero are both really emotionless, have a dark past and they secretly love the main girl character; Hina and Yuuki respectively and that the other main character ; Nishizaki and Kaname, also harbour feelings for Hina and Yuuki, although the don't show it as obviously. And, Koshiba is so like Ichijo. I also think the Black/White thing of Penguin brothers is like the Night/Day class of Vampire knight.
