Both series are about young men meeting and coming to live with an alien (coincidentally both aliens have long blond hair and kind of similar character designs). Although Arakawa is more comedy focused, the comedic moments of Level E feel quite similar, as do Arakawa's dramatic parts.

Certainly their art styles are something that immediately connects the two, however they both also share the same brutal, stylized violence and grungy modern life coming into conflict with traditional Japanese culture. I was honestly surprised when I realized they weren't done by the same people! :D

In both series the main characters seek to redeem themselves of sins they don't quite remember. Both sometimes seem meandering at times and absolutely beautiful at others. They also share a similar level of western religious symbolism without ever relying on overt Christian symbolism like Evangelion or Ergo Proxy.

Casshern Sins

Both are dark remakes of old science-fiction anime, discussing the truth of consciousness through the interactions of robots and humans. They both have a epic, mournful feel to them as well as similar artistic directions (this mainly being updating the artwork without updating the character design). Also, they both have brief, sudden moments of English lyric songs that are meant to be mournful and emotional but come off to English speakers (at least myself) as completely hilarious. They are both really great watches-- if you've enjoyed one but haven't seen the other, I'm almost sure you'll like them both. If you haven't seen either I strongly recommend them.
