While this show is clearly targeted at a younger audience, I think it's a bit more important than just another children's program.
As of the 24th episode, it is actually setting itself up to tackle some real political issues, all explored behind guise of a kiddy show about dancing and friendship.
Furthermore, many of the dance scenes appear to be done entirely in CGI, which is a fascinating step to watch develop in the anime industry, especially as it deals with the intricate movements of dance. This anime is actually pretty good.
The story isn't too complex, the characters aren't very complex, and the battle system, a big part of the show, makes no sense.
But it'll put a smile on your face.

When you're looking for entertainment and not much more, that's when a show like Hero Bank shines.

It has easy jokes that you can't help but smile at, running gags that don't get old, general childlike silliness that never drops low enough to be outside of an adult's sense of humor, and the latter can be difficult to accomplish.

Mixed Feelings
(First off, each season of Gunslinger Girl is only 13 episodes long. I don't know why it says 9001 here...)

This show, including its first season, had the opportunity to do many things really well.
It could have been a heartbreaking/warming story of the humanity of its "cyborg" characters and their relationships with their handlers.
It could have been about the humanity shared on both sides by terrorists, assassins, and government agents.
It could have been simply a badass show about assassinations and bodyguarding.

Best of all, it had the potential to do all of the above blended into something spectacular.

Unfortunately, it falls short ...

Pupa is the most fascinating and disturbing allegory for puberty and incest that I've ever seen...

While I certainly believe you shouldn't waste your time with this show, should you choose to do so, you can at least make it a less unpleasant experience by trying to examine its story on a deeper level than what it presents through surface imagery.
