The story is just garbage. The author has no idea about arms dealing, guns, military operations, or even how organizations function. There are lots of overrated shows on MAL, but this has to be one of the most blatant examples.
Seriously, in the first episode the arms dealers get shot at by the military to prevent them from delivering weapons. Makes sense right? Except, the military that's shooting at them are the ones that ordered the weapons. And they're not doing it for any sensible reason like skipping out on paying. They're actively trying to prevent the delivery of the weapons THEY ALREADY PAID FOR. Not
...
because they don't want to pay anymore, but because they want to ensure they remain WEAKER than their neighboring countries.
Then in the second episode, the dealers head out to deliver the weapons to a low-level unit commander directly in the middle of a battlefield. Like large-scale international arms dealers are some sort of door-to-door salesmen that go out of their way to sell peanuts to small fry who don't have the authority to pay in the first place. And they do it in a location where they have a high chance of being shot at for no reason, because there wouldn't be an excuse for some unrealistic action otherwise.
It seems to only be getting worse from here, so I dropped it. If you're just looking for some action, and have the coveted ability to turn off your brain's ability to reason, then you might like this. However, if you're expecting something even remotely realistic from a supposedly Seinen show, do yourself a favor and skip this one.
