They were both made by JC staff so a bit of characters look similar to each other. Ookami Ryouko looks just like Misaka Imouto when she first comes out of the incubation tank and has a very similar personality to Misaka Mikoto, both light hearted and seriousness. Kamijou Touma and Morino Ryoushi are very heroic in their own ways, protecting things they love, also saving the main characters from despair when they were at their weakest. They both also have major flaws (Touma with his misfortune and Morino with his scopophobia) and is very recurring throughout the show. Akai Ringo has the same seiyuu (VA) as Saten Ruiko. They both know how to tease the main character really well (especially when it comes to their honesty and love interest). In other words, they are the best friend's matchmaker. Otohime Ryuuguu has the same seiyuu as Uiharu Kazari. ...I see no other similarities since their personalities are extremely different. I guess they're both sidelines instead of frontal lines. Last but not least, Arai Satomi is the narrator as well as doing Shirai Kuroko. They're both extremely funny and they both make fun of the small chest of the main characters. When watching, you could even say that Kuroko is the narrator in the story because their personalities are basically the same. :3 A slice of life anime, if you haven't noted, their city (Otogibanashi and Academy City) are considered paradises, but because of the utopia, they have hidden dark sides that are usually not known unless you're related to it in some way (Otogi Bank and Level Fives). You can basically relate that the Onigashima and Skill Out are the small fries of the darkness and Shirou/Kihara Gensei are the true darknesses of it, doing anything to attain their own desires. Otogi Bank and Judgement are also very similar, helping people and the city as well. However, due to their limited power, they cannot delve deep into the darkness since they have no evidence to point out the wrongdoings. I think I wrote a bit too much but the comparisons are pretty much there, though I feel like not much people take note of it. :/ I may have put a few spoilers but I hope it didn't bother you to see the comparison and take a look at the other show as well. :)

Misaka Mikoto and Hinamori Amu are girls who have quite a reputation, though Misaka is quite larger as it is in the whole city while Amu's is probably just in a district~ :3 Misaka and Amu are considered high beings to public (Misaka is ojou sama and ladylike while Amu is 'cool and spicy') They both have an outside character while Amu's is more obvious and not much know their true characters~ Their true characters that they have in common is that they're both friendly and easy going which their close friends (Ruiko, Uiharu, Kuroko, and Touma and Amu is Guardians) know and accept their true characters. Both are very dishonest and stubborn, like the things they like (like cute things~)and especially to their crushes (Kamijou Touma and Hotori Tadase respectively). Both are also strong and have a strong sense of justice and will not back down no matter how bad the circumstances are, even if both don't even consider themselves as it.Because of their strong sense of justice, they are very kind and caring. Amu and Misaka also have little sisters that they care and love (Ami and Imouto) and one of Misaka's sister and Amu's sister are very cute and innocent (Last Order and Ami) I forgot to add that they both wish to be more honest (Misaka is just a bit but for Amu, it's the main point of her changing). They both have their own matchmakers for their crushes (Nadeshiko and Ruiko) who teases them a lot and encourages them to get closer to them, and to add it, Misaka and Amu made cookies for their crushes with Nadeshiko and Ruiko (you'll see that in Railgun S) They are naturally leaders to their group (Misaka is also for society) and also the center of attention because they attain or are special. They both are related to cards. Amu is the guardian characters and Amu is called the Joker and Misaka is called the Ace (though Misaka is for a different reason). It is also mentioned that Amu wants to have an Ace card. It is also showed that they are both tsunderes as they deny a lot of things, especially their crushes which also shows the reason why they are dishonest. Mikoto and Amu have similar voices (many may disagree) probably because they have similar personalities. Extra:They also have some interest in wanting bigger chest size as they both have small chest size. In Railgun and Shugo Chara, they have characters who is the stereotypical snobby and rich characters who thinks of themselves as true ojou samas, Kongou Mitsuko and Yamabuki Saaya. Though Mitsuko thinks of Misaka as a friend, Saaya thinks of Amu as a rival. Mitsuko also is very caring and notices about the results of her ojou sama personality and changes into a better person. In addition, Hinamori Amu has Saten Ruiko's voice, Su has Uiharu Kazari's voice, Souma Kukai has Kamijou Touma's voice, Ran has Kazakiri Hyouka (in Index but i hope you won't mind me saying this), Musashi has Accelerator's (surprising right?) and Pepe has Tsukuyomi Komoe's voice (i would love to send you the link to all the voices~ :D) Lastly, both animes are slice of life and a bit of school life. I'm really sorry for this long recommendation but I really suggest watching Shugo Chara if you like Railgun~ especially if you love Misaka Mikoto or Kanae Ito (Amu's and Ruiko's voice)
