So many reviews were dissing this manga because they were comparing it to Death Note and I can see why however I don't feel like comparing it to Death Note is fair at all. Sure, the main character has a Light personality however if I were to compare this I would much rather compare it to Code Geass (and Lelouch's MIND CONTROL Geass) or to Zennou no Noa.

Geass is just wtf. I read this series in half a day, it's quite short and quite captivating. I did, however, feel like the ending was slightly rushed however I'm grateful that the ending was not awful. Good endings are, in my opinion, the hardest thing you could achieve in any written piece so 7/10 (because, like with many manga, it does have it's flaws but it's quite the captivating story)
Art:
The art did not disappoint. It is quite fitting for the genre and the designs fit the mood as well. I did feel like Kouji was slightly out of place design-wise since his character seems like someone from out of a shoujo manga but nevertheless the art does its job well. 9/10
Character:
The protagonist was strong, but sadly he did not have a strong antagonist going up against him. Kouji did his role well however if he used his little brain of his, as well as his powers a bit more often, that would've been nice. Otherwise, no complaints 8/10
Enjoyment:
This kind of "rule the world and rid it of its evils" story is not that uncommon however I felt like the sheer use of hypnotism made it unique. The plot kept me turning pages and I had not realized that I had spent most of my day reading it until I glanced at the clock for some random reason. 9/10
Overall:
Those who like Death Note, don't expect a Death Note. Those who like Code Geass, this will seem quite similar (however our main protagonist isnt much of an antihero) and those from Zennou no Noa (which may be just a few), expect something to that level however, preferably, while reading this don't compare it to anything as it may ruin the experience. For those that are unfamiliar of this type of plot, I recommend you read it. Hopefully all those other reviews wont scare off readers ;n; 9/10

SPOILER-FREE (I try :p)
Just a disclaimer, I can see what the other reviews refer to, lack of story and sucky plot, etc. However I feel like the most important part of Rolling Girls was the character development, which I have not seen covered in the reviews I have read. This series might not be for everyone; those who like a plot intensive series will not find it here (there is a plot but each episode more or less has episodic plots (a plot may extend to 2-3 episodes along with the main plot that is barely there except for the last 3 ep.). compare it to Kill-la-Kill (i did until i got 3 ep. into the series) however those who like klk may not even like Rolling Girls (but i digress)
Back to the main point, I feel like this series should be judged mostly on what it claims to be.
ACTION: Looking at the genres, yes it is slightly action however action fans may be slightly disappointed at the lack of fights throughout the mid-part of the series so I would down mark that, say..5/10. The fights that ARE there are actually pretty well drawn and eye-candy. If the series were to have had more fighting scenes, those that like this genre would enjoy this series quite a bit but sadly it is lacking for it to be tagged Action :p
ADVENTURE: "Adventure fiction is a genre of fiction in which an adventure, an exciting undertaking involving risk and physical danger, forms the main storyline" According to this definition, Rolling Girls is accurately placed into the Adventure genre. They travel all throughout divided Japan risking their lives as reps for the Best of the heroine's hometown. Can't argue much there. 8/10
SUPER POWER: Now here comes the interesting part. Super powers are shown all throughout the series. The Bests are the ones with the fantastic shiny powers while the Rests are our everyday common folk. This makes up a big part of our plot (which is pretty lacking in a way). These superpowers are shown throughout the series in different ways, through races, fights, etc. but I also feel like it is shown through the heroines. To keep this spoiler free, throughout the adventure the heroines discover more about themselves and find out what their superpower is (not as in the literal superpower, whether or not they have them is up to you, potential watcher, to watch >83) It may not be official but I feel like I should put up my opinion somewhere :pp 10/10 (in all ways possible >83)
SLICE OF LIFE: Despite the fights you may see in ep. 1 and 2, this is DEFINITELY a slice of life. The heroines go on a journey to represent a tiny town and discover more about themselves and their inner strengths as they progress into their little adventure. If you put aside the ridiculous fighting scenes and plot and actually look at the characters themselves, you'll definitely see the Slice of Life in there. Just imagine.
It's getting pretty lengthy however I feel like all those other reviews are scaring off people who'd like this series too ;A;. Yes, the plot is lackluster however the characters are great. They may seem like annoying moe girls (I thought so too) however the ending changed things for me :p. I would've given this series a 7-8/10 however that last bit towards the ending made me look at the series from a different perspective. This may not happen to everyone however I feel like it's important to atleast note that. Hopefully this review was not too lengthy/ doesn't-scare-you away-from-the-series. Many may agree to disagree on this comment however I hope that for those of you who read this that it might change how you see the show. It isn't the best series out there however I feel like it is under-rated (and in no way am I over-rating it, I just want people out there it is worth a try)

Well damn...
This is not the kind of manga a read every day. I typically read adventure shounen or horror/ mystery type of stuff and Tokyo Babylon is pretty much on the other end of the scale HOWEVER it is worth the read, surprisingly, and here's why;

Story: 9/10

reading on. It went from "is this series a joke/I seriously don't expect anything out of this series" to "well damn me....".
If you have read some of Tokyo B. and thought what a joke I order that you go back and keep reading. It will get better as the story goes on; trust me.
Art: 8/10
I'm not very familiar with the shoujo typical kind of art so I'm not sure how it would score if you take that into consideration but overall it wasn't that bad. It is better than what I can draw so I can't really complain haha. At first I thought that the author would use the same face for all the characters but once you keep reading you see that all the characters have different facial characteristics and I appreciate that.
Characters: 9/10
You may think Subaru should just man up and stop being such a wimp but as you go on you appreciate his character and personality. You also begin to appreciate the characters and how they go on throughout the story and I really like Sei's development too. If you're a character development kind of person, this may be something you should add to your reading list.
Enjoyment: 10/10
To be honest with you, when I started reading I was prepared to spend the whole time laughing at the artwork and the characters and how terrible it was but as I kept reading I kept getting sucked in until I finished. I enjoyed that. I have really never had this kind of experience before so I applaud it for fooling me like this. After finishing it I wanted more ;n;. It seems like X is the sequel but I see no Subaru in it ;A;.
Overall: 10/10
I did give an 8 for the art but that is just me being picky, therefore I give11/11 7s for this. If this ends up in your list because of some kind of randomizing tool, read it. If you like this genre, read it. If you don't like this genre, read it (ok maybe don't but just give it it try >83), If you don't like shounen ai, read it. The is no ai in there what so ever apart from Sei being odd with his 'I love you' teases. I surprisingly enjoyed it and I bet you will too. It is not a long series and worth if you have the time to spare. My final comment on Tokyo B. is "damn that ending though"
