Both anime explore dark emotions well. 91 Days is a story of revenge, while Phantom: Requiem for the Phantom is an assassin story. Even though the plot is different, both animes have main characters who murder a lot, and the consequences of their killing spree. I loved both animes a lot, and I think that if you like one, you'll definitely enjoy the other!

Both main characters are very cold and almost seem emotionless. The plot differs in that Golgo is an assassin, and Akagi a gambler, but the animes have a similar vibe to it. It would suprise me if you cried for either anime. Akagi plays more mind games.
