This review comes from someone who truly loves the Kuroshitsuji manga and its art, so bear that in mind. I'll try to keep it simple and honest.
(SOME SPOILERS AHEAD)
This arc is certainly one of the best in the manga, not only because it is action-packed, but also because Yana Toboso's art is impeccable. And unfortunately, this movie does not do it justice. The animation is sloppy and lazy, the zombies or Bizarre dolls do not walk, they apparently float pixel by pixel, the action scenes are very poorly animated, and the sad thing is that most of the movie happens in darkness.
The adaptation is odd

because they decided to extend certain things (like Elizabeth's flashback which got boring), and then to skip others (the moment in Sebastian's cinematic record when he appears before the cultists, has a dialogue with Ciel and marks his eye while they boy's still in the cage, something I was very excited about seeing).
Now, the good thing I can point out about the movie was the voice acting. Ono Daisuke's demonic growls were fantastic, 10 year-old Ciel is adorably grumpy, and the same goes for the rest of the cast. They did a wonderful job and truly saved this movie, in my opinion.
So, in short, if you're in need of something average, watch the movie. But if you need some beautiful art accompanied by a better-paced story that does not extend what isn't important and focuses on what you really need to see, then please, go and read the manga! It is a much better experience.
