Compared to the first season, they did this one dirty. If you haven't seen the first one in a while, get a recap before going into this. It'll help with some confusion. However, this season could've done better with several more episodes for better pacing and context. The story feels partially rushed because of a lack of scenes that could better build the relationship between characters. As an example, there was a scene that was portrayed as an important moment for two characters. One of which is new, but the other is Rishia. Besides the brightness slider being flipped up and down during the whole

thing, bringing you out of the scene quite a bit, the characters this moment is for do very little before this moment to make you feel an impact from the climax of their development. The newer character had more going for them, but in both cases what they lacked was development before the main event to really build up the relationship or character to make it feel weighty. Instead it feels out of place for Rishia and almost and injustice for the newer character.
Related, the pacing problems and context issues continue throughout the season. In fact, they really miss out on a major world building moment or two because of what seems to be time constrains. This can only be guessed as the final episode, episode 13, is basically just scenes that could've, and would've, better built up characters as things played out. The only thing you can think is that they wanted to have them, thought they couldn't, then realized they had enough time and so made the last episode cut content. Only thing is you feel throughout the whole first half you feel like there was some important context missing for several things to explain why things are they way they are. Making it feel like just plot convince instead, which may be the case, but I have enough doubt to believe otherwise.
Overall makes me believe they lacked budget for this season unlike the last season. Several scenes, character moments, and others were poorly drawn, flat, stiff, or otherwise weird. Not to say this is throughout the whole season. More so in the less important moments. I will say however, they definitely skimpt the budget on drawing the main villain in the second half of this. They seemed to have done their best to keep enough budget to make the action scenes still look good, but it was definitely at the cost of other areas. So, unlike season 1, which appeared to have enough budget and time allotted to it to tell what it needed to tell, this season got maybe a quarter of the same resources. Which is to say that it isn't necessarily bad in plot or characters, but that it was very likely robbed of it's ability to really show what these two arcs were about in an engaging way. As they only had half the time to playout two arcs unlike the first, and seemed to still even have half the budget the first had for as many episodes.
Hopefully season 3 will be much better, but if they have another two arcs, it might not go well. Should you watch this to be in the know? Maybe, maybe not. It wouldn't be unfair to say that just hearing about what happens in this seasons second hand would be enough and that you wouldn't be missing anything special...
