Both female leads die in the ‘normal’ world, just to be reincarnated into a fictional world as a character who is doomed to die. In Kanojo, the fictional world is a novel the female lead has read, whereas, in Otome, it is a video game. In both cases, the female leads try to make use of their knowledge of the plot to survive. In both, the characters they are reincarnated as are not the heroines of the fictional world, which leads them to challenge the overall structure of this new world. Quite fun shows!

The storyline might not be similar, but the eerie atmosphere of both shows, the peculiarity of the theater-like setting, the music choices and the characters have definitely the same vibe. If you like one, I believe you’ll enjoy the other as well.

Fantastic Children
|
Even though these two series are quite different in many ways, they both deal with a group of special/different children whose past and future look kinda gloomy and the present is full of mystery. Both anime raise a lot of questions at the beginning which will keep you watching till the end. (The ending of Fantastic Children is much more satisfying though - in terms of answering the questions it raises.) And they are both fun to watch.

Cross Ange: Tenshi to Ryuu no Rondo

Both series deal with a minority group different from the rest of the society. In Elfen Lied, it is "diclonius" - a group of girls with special powers. And in Cross Ange, it is "norma" - again a bunch of girls but this time their difference lies in their lack of magical power that the rest of the society has. But in both cases, these girls are considered unequal to the rest and treated as less than humans. Both are considered a threat to the safery and well-being of the existing society, In Elfen Lied, Lucy has a split personality. Aside from her dangerous nature, she is sometimes as innocent as a child. Ange, however, has a process of self-discovery in her descent from privilege to alienation. Thus, through revealing the two protagonists' diverse nature, both series question the validity of racial discrimination. And naturally both series include violence and revenge as a reaction against discrimination, utter humiliation and alienation.

Both movies focus on human - robot relationship in a way that not only deals with love, friendship and tragedy but also with much more deep themes like what makes them different, what role one's appearance plays in determining one's identity, what makes a human human, and whether it is possible to create a bridge between two species through ignoring the externals and focusing on the inside, etc. Also, Hal is a romance-oriented movie whereas Time of Eve deals much more with society vs individual issue. Still, they are similar in the questions they raise, so if you like one, give the other a chance.
