6 - OK, partly memorable but nothing special
7 - Good, maybe even very good at first watching but mostly forgettable
8 - Very good, and general plot details are clearly memorable.
9 - Excellent, most plot details are clearly memorable and it's very rewatchable
10- Best of the Best, most/all plot details are clearly memorable and definitely a movie I'd rewatch multiple times.
Some inconsistencies remain, and recent shows suffer from recency bias since they can be remembered. Manga series also need to be redone.
Under Re-construction:
I tend to like happy, lighthearted anime. In general I don't care for Anime (or really any type of entertainment) that has unhappy endings. Any show that has an ending that I hate, I tend to rank on a 1-6 scale rather than 1-10. Also, anime that I've watched some time ago (usually more than 5 years ago) usually tend to get rated lower unless they were really special (i.e. KOR and Love Hina). I tend to dislike excessive fanservice and lolis, though I can usually ignore it if the overall story is enjoyable.
Also...you know you've watched too much Harem Anime if you've become as indecisive as the main lead on which girl he should end up with.
Anime/Manga Rating Methodolgy:
Overall there are two important things in anime (or really all forms of entertainment)...does it entertain me and does it grip me? That means that for the 20 or so minutes that the Anime is airing, do I tune out the real world and immerse myself in this animated virtual world. Secondly does this virtual grip me so that even after it has finished, I continually think of it. Is the world so well defined that I could see myself living there, are the characters so believable and dynamic that I can psychoanalyze and/or empathize with them? If it fulfills both then it is likely to get at least a 9/10 rating.
The current ratings are based on three seperate systems.

I rate these shows on an average of 7.
Since I only recently started reading Manga, all Manga gets rated on this scale.
Finally there is a third category reserved for series that would normally get high marks, but which had endings I disliked. These shows usually get rated on a maximum of 6.

My Anime History:
I watched Voltron, Transformer and Robotech as a kid but never realized they were Anime. The first time I consciously watched Anime was "Fist of the North Star" back in my senior year in High School. Iit was in my AP US History Class after we had finished taking our AP exam and had nothing to do until graduation.
I went and watched all those dubs they showed on Sci Fi Channel (stuff like Vampire Hunter D, 8 Man After, Akira, etc...). There wasn't much to watch regularly and since I couldn't afford getting anything from the retail stores I pretty much stopped watching it for a few years until Sailor Moon started airing. I watched whatever DiC put out, but it was never enough and I started researching on the net and found somone who sold the first 3 Sailor Moon Movies in Japanese, subtitled in English.
I met a few other anime fans and found out that they sold "fansubs" in Chinatown for $5 a tape. I was soon hooked and ended up buying whole series at a time (Kimagure Orange Road, Love Hina, Ruroni Kenshin, Yu Yu Hakusho, Kamikaze Kaitou Jeanne, Marmalade Boy and Hana Yori Dango were amongst the complete series I bought then and still have on VHS).
However, as I didn't have the money or the time with my final years in college I stopped watching Anime thinking I'd get back into it later.
Later turned out to be around 2006 when a friend of mine mentioned I should watch Zatch Bell. And while that was ok it didn't truly spark my interest, however, I then started watching Naruto (basically on a fluke) and then later Bleach. And that opened the floodgates to all the wonderful Anime out there. What's worse, I've now started reading Manga as well. And given the fact that I'm working full time now, I don't think I'll stop watching anime like before. Which...is probably a good thing!
