The Style of the animation is on purpose.
It's not cheap/bad animation, It's just a style of animation that you might not like.
It's been widely used in Back Street Girls (With same director) and I think I have seen it somewhere in Gintama and other comedy anime.
This style usually gives the anime a unique manga/meme style comedic effect.
Since there are only 17 mins per EP it is understandable they used this style to keep the anime in a fast paced while at the same time able to keep you laughing.
It is bold that they animated the whole show with this style but personally I do not
