Nice manga from the 19 chapters I've read so far, it has a similar feeling to "that time I got reincarnated as a slime" and "overlord" with the key differences being the MC, and how they interact with others as well as how much the main character seems to involve himself with front line war.
Art: from an art perspective I'd give it a 9/10 because it's nothing groundbreaking, but it is very well drawn, and each panel seems to have a good amount of attention to each one. Some panels have some extra effort put into them and are absolutely awesome looking, and overall,

every panel gets across the feelings of the characters or mood very well.
Story: I'm going to break this into two parts, style, and mechanics of the story
Story mechanics: Beginning is typical of a reincarnation Isekai, but it does have a small twist to it. So far, a clear goal is defined, but it doesn't have a clear requirement to reach that goal. It seems the MC's goal is to make a nation and effectively "win" a strategy game. While developing the nation the innate alignment of the faction does have effects on how others view them, with the types of factions being good, neutral, and evil. The MC's nation so happens to be evil aligned. As the nation grows the number of problems the nation has grows. This style of storytelling has good ability for storytelling later in and allows for world building and intriguing relations from personal, national, and international perspectives. I'd give this part a 7/10 while the story style mechanics is interesting the later the story goes on, the beginning feels odd to go straight from reincarnation to building a nation right out of the gate.
Story style: I enjoy the video game esq explanations and looking at this as if you were playing a game. The overall story seems to have dark and cruel themes all across the world which I absolutely love. Characters have nuance and interesting interactions between each other. The MC though seems to like peace which makes him look a bit weak in circumstances but on the other hand he seems to not even have a shred of compassion in other circumstances. Story seems to progress a bit slow for my liking, and the goal doesn't seem defined very well which is a bit depressing because the whole theme of the story and characters are really enjoyable and interesting. 7/10
Thematic Design: Dark, fantasy, magic, video game, city building, and monsters. World is dark, fantasy has all kinds of races from elves, dark elves, demons, goblins, homunculi, monsters, humans, beast kin, ogres, and orcs. Technology is currently at about the medieval age, but it seems they are going to develop more technology as it goes. They have quite a few forms of magic, from things related to building to things relating to fighting, and the types of magic being holy, fire, water, earth, air, ice, and healing from what I've seen so far. Lots of explanation as if you were playing a strategy video game or an RPG. 10/10
Extra: The MC doesn't seem to fight himself at any point so far, which is an interesting choice by the writer. The MC has knowledge of both game mechanics and real-world mechanics/our world. The hero units of the faction seem to have knowledge of the MC before he reincarnated. I kept a lot of plot detail vague because I think it would be best to read it yourself and judge it for yourself.
After reviewing my review, it kind of makes me laugh that I'm putting it at 9/10 because it seems like a lot of what I said has either negatives or could be things that are a 50/50 in terms of liking or disliking. But overall, I do enjoy this story a lot so far and would love to see more, or even an anime adaptation someday.
