This is a review from someone who's not a fan of ecchi, but can deal with it.
So straight up, if you're not a fan of ecchi, you're perfectly fine to take a pass on this anime, because while it's decent enough if you're bored, there's definitely better stuff out there to watch.
The art is unique and eye catching (though the limited action sequences are awkward and clunky, epecially in the final episode), the sound is good enough (the music is zany and cutesy; as is the rest of the show), and the characters are OK.

knock this show on, is that the pacing is just a tad off. While bits of the very start and very end are interesting enough, the middle episodes suffer a noticeable lul; and that's a bit unforgivable in a series that's only 12 episodes long.
The ecchi, while part of the premise, feels kind of almost like a gimmick (it's used and it's not hurt by it, but the story makes equal sense without it), and one you can for the most part ignore. I can say though that, if i were someone who WAS a fan of ecchi, i could see how I could focus on the rest of the positives enough to give it a 7, maayybe an 8, because it's quite good--for an ecchi. (To give it perspective, this is a solid one, probably two notches down from another recent ecchi with an interesting premise, No Game No Life--which, incidentally, is a series good enough to watch as an anime, period). Being that I'm not though, comparing it to all other anime, ecchi and not, I give this about a 6.
Not being a fan of the sub-genre, I stuck around because the premise was bizarre, zany, and interesting enough that I decided to give it a start to finish shot, but ultimately, while nearly everything was tied up by the end, i still felt like it didn't live up 100% to the potential I saw, and the other positives weren't standout enough to make this show worth actively seeking out.
Give it a shot of you're bored and have watched absolutely everything else, otherwise, pick another show.

Straight up, this is an anime that either speaks to you, or it doesn't; there's probably not much room in between. It's not so much a matter of taste, or humor, as much as life experience. You either went through life a certain way and you can relate, or you didn't, and you don't. That's partly why I'm kind of surprised to see this rated so highly.
I usually check out ANN's reviews before picking up new seasonals, and the vast majority of them were pretty down on this. And I can understand why. It's pretty slow, it's not super serious nor zany/random,

the banter isn't extremely witty, and the characters are particularly polar caricatures (hyper-pessimistic loner guy, super aloof perfectionist ice-queen, perpetually happy-go-lucky flaky girl etc.). From its name to its characters, this show is just awkward. But, even with all that, I knew I liked the show within the first five minutes (and that only grew more the watched it. So for me, the good kind of awkward).
The characters are basically exaggerations of outcasts. The main character, in particular, is the alpha-loner. He's the epitome of a pessimistic, antisocial mentality and deals with everything through a jadedly cold (ill)logic. And actually, that exaggeration is what helps make the whole thing seem more poignant and identifiable. It's through exploring the depths of how twisted his mindset is (and how characters interact) that a lot of the humor and--in a way--charm, is derived.
Much more than that, I can't really say. If you've ever felt an awkward anti-social streak in yourself, you'll probably come to appreciate the show and connect with it. You'll have to watch an episode to see for yourself if like it or not.

Check your brain at the door, it'll just get in the way.
The show starts off with an interesting premise, but ultimately, that's all it is. The show feels like it was created by hobbyist highschoolers shooting for "cool" by being violent and "edgy" with pseudo-intellectual "dark" moments, but the execution was mishandled and it just comes off a convoluted mess.
Too much stuff happens in too quick a succession (pacing problems), and things are conveniently forgotten and parts of the story skipped (lazy writing). You'll find yourself thinking, "Wait, why is that happening? Did I miss an episode or something?" much too
...
often, and it's not because you missed a detail, but because they couldn't be bothered to explain and just decided to jump ahead.
If could you treat this like a mindless horror-action series, all that would probably be forgiven (ala Elfen Lied and Deadman Wonderland), but unfortunately that's hard to do. The truth is, while there are some gory scenes, they all take place outside of the fighting so they feel like throwaway shock-value (they're not particularly graphically gory either, just violent in nature; and the violence is pretty much shrugged off by the characters, so there's no suspense or gravitas, making the scenes feel decidedly surreal). On top of this, the actual battle sequences are relatively boring and unsatisfying.
The animation and art are quite good, but these guys clearly did not know how to choreograph fights, so you just get a bunch of 30 second skirmishes with half a dozen action poses, and then someone "winning". It lacks the stylistic over-the-top moments that carry and elevate other shows of the type; and that may be its fatal flaw.
If you go into this not having been exposed to the action horror genre before, you might enjoy it more, but otherwise the anime is mediocre at best. It's certainly not absolutely horrible, and if you've got nothing else to do, its easy on the eyes and can pass time, but there's probably something better to watch. The concept and art style make me think this show had potential, but ultimately, all i feel is disappointment that the production company dropped the ball on this one; and that's the core reason I'm so negative on this show.
Story: 3 (The potential was there, but it was wasted :/)
Art: 7 (Visually above average for the time period. The palette and monster-character models are somewhat interesting, and the animations feel smooth... but the smoothness feels wasted, because their actions are so unimaginatively bland, and that drags it down. What's the use in making it look pretty, if you do nothing with it?)
Sound: 5 (Kind of forgettable. I do distinctly remember hearing a sound effect so hackneyed I couldn't help but laugh though)
Character: 4 (The characters are very RPG'ishly one dimensional. I read somewhere this started off as a visual novel or eroge... and it makes sense--... but then, I guess so did Fate/Stay Night. *shrug*)
Enjoyment: 5
Overall: 5 I've seen worse. It's watchable at least. It could have been great :/.
