So yeah, if you, the viewer, hasn't noticed before, Japanese prefectures tend to sponsor anime from time to time. This one is one of them. This should immediately give you a basic idea: the budget will be pocket money from the tourist bureau, they'll want you to see the local famous spots, and the rest? The rest will probably be mostly left to the creative team to decide by themselves. And well, they decided. So, what was the result?

Somehow it managed to feel like a huge troll while at the same time trying to be profound and tearjerky?
...like, in a good way?

Let's try to explain. ... However, beware! These be spoiler-ish! If you are interested enough to want to know, just watch it first. It's just 4 minutes per episode counting the ending. Do note that said ending changes every now and then.

Without further ado...
Using the plot hooks from the tourist bureau (the 2016 Kumamoto earthquake, and I suppose some stuff typical for this type of ads) they wrote a story about an outsider searching throughout the prefecture for an old friend. And wrote the outsider to be a girl who over-dramatizes everything.
So yeah. Even though the rest of the cast are fairly normal (I have a soft spot for dads who love guests and love drinking with the guests), the MC manages to add spice in the fairly generic plot, even in the span of the three minutes episodes. What's more, when she finally gets on the right clue, she meets the granny of the old friend. And that granny is again a troll that makes an overly dramatic speech, just like her. And the friend is overly dramatic too. And in the end you are left with a situation that you feel is pretty normal but it got blown up to the stratosphere and back by the characters themselves.
Thus troll tearjerker in a good way.

Anyway, the budget obviously did not let them do anything special with the animation or to hire big name seiyuus. The dad obviously was the best, and I am glad they could get Chiba Shigeru on this project. But it's not like any of the rest did a bad job. For what amounts to less than 40 minutes of content, I think you would not have many qualms on the technical execution.
Which leads us perfectly to the question.
Is this worth the lost 40 (or 48 if you are really feeling it) minutes?

Yes. Yes, easily.

Ishuzoku Reviewers is gleefully and unabashedly positive. Yes, sex-positive... but also just positive overall. Don't expect deep social commentary on sex trafficking and other real life issues that prostitutes encounter. These things are worth talking about... but it's also worth having a simple celebration of life, sex, and the existence of brothels. You too will be drawn by the festive atmosphere and you too will enjoy the diversity of life together with the characters - be it the reviewers or the prostitutes. And, frankly, what more can you want?

That's it. If this is your first encounter of the franchise, that's all you need to know. ... Go watch it. But, of course, if you've read the manga already, you're wondering why this **** is wasting your time with obvious truths. So, let's say a few words for you too:
While animation is not outstanding, it ain't bad either. It does what it needs to do, translating well the feel of the manga art to moving pictures. Sound design is also in the same category, though the opening and the ending themes must be specifically applauded as great songs that capture the feel of Ishuzoku perfectly. Whatever budget was saved from the animation obviously went into the cast instead. There isn't even one weak performance, with some pretty big names throughout.
But, as far as the process of adaptation goes, the strongest parts are the scriptwriting and the directing. The choice of what to adapt, the timing and pacing of the adaptation, and the way that the adapted manga chapters are EXTENDED with additional (sometimes even lewder) content - these speak volumes of the love with which this anime is created. In fact, this exact effort to round up the chapters' content is what makes the Ishuzoku Reviewers anime a must-see for the manga readers too.
