Spoiler free review, so forgive the vagueness.
I would like to compare Zankyou no Terror to a Thailand hooker, at first glance refreshing and exotic, however beneath the veils you sight the warning signs of gonorrhea, you go in anyways charmed by its concept and the initial glow thinking what awaits and yet you're met with dryness and after some shuffling about she pats you on the back, a man grabs you from behind and throws you onto a street corner.
Now this itself is a horrible analogy so I will elaborate. The first few episodes up to the midway point is Zankyou no Terror at

its best, cat and mouse type suspense with mystery elements (what comes to mind is the great pretender but terrorists instead of conmen, and actually good), now you'd think they'd stick to this formula however remember when I mentioned the mystery elements? Yes those, well it would have been a lot better had they kept it a mystery, I say this because the mystery conceals a terrifyingly cliche backplot which then takes the reins with the introduction of Five and drives everything down to bland-ville where everything is so terribly bland.
Wasted potential, that is what sums up Zankyou no Terror, it is a show which takes on a serious theme and instead of doing something interesting with it as you'd think from the first few episodes spends the remainder trying to justify its content. For example let's take the tragic character Lisa, her introduction to the duo you'd expect an interesting and compelling dynamic from this but in service to the cliched plot she becomes a damsel in distress with no discernable character development. All set-up, no pay-off.
This was a very dreadful and brief review, so to summarize, if you are alright with blue balls go ahead, give it a watch. I will continue scouting the sidewalks for my suspense fix.
