Well at the halfway point Tytania doesn't fail to disappoint. This is coming from someone who loves Legend of Galactic Heroes however this show is just a caricature of that excellent show.
Lets look at the Story first... its way too broad to finish in 26 episodes, its half way through and barely anything has taken place. The story is too wide in scope and the focus is lacking. The characters in large part are similar to the ones in LoGH where its almost mimicry. Fan Hyulick is nowhere near as likable as Yang Wen-Li however.
The main problems

with the story is that its uninteresting, its about the fall of a tyrant however they do a bad job establishing Tytania as such a fearsome power. Tytania seems to be full of bumbling fools who cant even catch one man. It makes it hard to take them seriously. Especially in Episode 13 which is why I am giving such a harsh review.
The story is not clever in the slightest drags on way too long and keeps the audience from being engaged in caring about the characters or what will happen. Id say that the story to the halfway point is a complete failure and thats why I give it the score of 4.
Art - Its good, everything is fairly well drawn and animated and the main characters art style is memorable for the most part. There definitely aren't any complaints here although to be honest the battle scenes are pretty dull and boring to watch.
Sound - Good voice acting and the effects are serviceable, gave it an 8 as its pretty good. The music is so-so which keeps it from being a 9 or a 10.
LoGH had much better music as well as better voice acting.
Character - Well the character animation is good, however the characters themselves are just mimicry of LoGH for the most part. Not to mention most of the characters are unlikable with the exception of maybe Duke Jouslain you end up thinking most of them just plain suck or are 2 dimensional.
I think one of the problems here is that the author rips himself off from his previous work (LoGH) way too much especially in terms of characters as they almost fit the stereotypes from that anime to a T.
Enjoyment - Rather meaningless score, im watching it since I love space opera but to date am extremely disappointed with what has been presented to me. Perhaps if I hadn't watched LoGH I would enjoy it a lot more, and its not to say LOGH did not have its problems (the earth cult and terrorism were just ridiculous in that anime, not to mention the last 30 episodes sucked) However I just cant shake the feeling that Ive seen this before and it was done much better than this. Take away the improved visuals and its a step back in every way shape and form.
Overall - I wanted to like this, I really did give it a fair chance (up until episode 13 I rated it overall an 8) but that was me being optimistic it could still get better. Episode 13 proved me entirely wrong by just having huge flaws in logic, the rare battle scenes being extremely static and boring to watch (it took 15 ships way way too long just to sink 1 ship) The intrigue is just not there. Tytania seems to make inept decisions and use bad strategy and logic time and time again you wonder more how they ever got to be so supposedly powerful.
You have to turn your brain off to accept that a group like Tytania got to be so powerful when they cant seem to do ANYTHING right. I could take Tytania down with a slingshot and a ball of string with how pathetic they are. The fact that Fan Hyulick is completely lame takes away any satisfaction at his success. He also doesn't portray being particularly intelligent. At least they do a bad job of making him out to be some genius. Its just extremely hard to find yourself caring in the end.
I suggest watching Legend of Galactic Heroes over Tytania, but if you are going to watch both, watch Tytania first. If you see Tytania after LoGH you will end up extremely dissatisfied with your experience.
