If you want to enjoy Rescue Me!, take it for what it is. It's a combination of ecchi and comedy, and remains that way from beginning to end. Hell, even DURING the sex scenes there's elements of comedy. Watch it because you like tits and sexual humour.
There's not really much of a story, the whole thing is pretty random. Similarly, the jokes are also very random, nonsensical and most of all, sexual. At the end of the day they're a matter of personal preference, but at least you know what to expect.
It's only a one episode OVA so don't expect much character development, especially
