I'm not sure if both stories have similar plots. But I do think that some of the characters in both stories have similarities/ reminds me of this and that For example: Lark & Oz - They are both cheerful and both are the kind of people who doesn't want anyone to worry about themselves. Both have blonde hair, have red eyes too. (In case you haven't read some later chaps of Pandora Hearts, Oz's eyes became red (lol such spoiler)) Setz & Gilbert - Both were cheerful in their youth days, but became cold after 10 years had passed. Neal & Break - Both have a problem with one of their eyes. Blue-haired guys. Ersha & Echo - Both girls are quiet/kind of the people who doesn't show much emotions. Bathory & Lottie - They smirk a lot. And.. I don't know why but Carne reminds of me of Sharon. Is it because of the ribbons on their heads plus their close relationship of the blue-haired dudes? xD Well, that's just all.

...then you might like Gosick add

Both stories have a love-hate relationship and slow romance, though Toradora focuses more on slice-of life-while Gosick focuses more on mystery. (Perhaps the plot is really different from each other.) There are also a lot of similarities between the two main characters. People are scared of the guys (Ryuuji and Kujo) in both anime, but both care a lot for the girls. The girls (Taiga and Victorique) are both small, long-haired girls who are bossy to the guys. Both also have problems with their father.
