Up until episode 15 the anime was a very good 8-9. The second half is was threw it into average/less than average territory.
Its saving grace is that it is unsuspectingly deep in regards to the themes it did communicate very well. I fail too see any reviews mentioning the fact that this very much is a coming of age story with its representations of early adulthood being masterfully woven into its philosophical ramblings. I mean the title is literally called Blue GENDER.
The pacing, character development, and action were very diverse and organic in the first half. Once that second half hit, the author tried to

fit in far too many themes for what the length could handle. The Blue themselves started to be copied and pasted, fights quickly done, and jarring rushed jumps for the sake of moving the plot along. But seriously, the coming of age part is very well done. the MC struggles with things like learning about women, competing with other men, the rise in masculine ambition as you age, what it causes you to lose if you get lost in it, what you gain from it, and what you can possibly gain if you let go of it. As a man, it very fairly criticizes us from the female perspective and from our own perspective.
Ultimately it just needed to be longer. So I would recommend this series if you are capable of appreciating what something COULD HAVE been -- and what the author envisioned -- over the actual execution.
If you need the actual execution to be good, you will only enjoy the first half.
