My first review so here's a go:
I don't think they're dead.To me the towns of the haibame are a place where their consciousness goes when they are in a comatose state.The proof is when they get over the wall they finally wake up.Those who lose their wing and halo died either naturally or from their injuries as the machine that maintained them alive didn't manage to wake them up.
The plaques with their names that Rakka finds in the wall where she works are like memory plates.It contains their true names but she can't decipher it as it is meant for that person only.Well I'm not

sure myself so it's just a theory.Kuu said she could fill some drops,maybe they are drops from the perfusions and the machine that maintain her alive in the real world.Well I don't know how it really works,all of them seem to have a dream as clue of how they attempted to commit suicide,got in an accident or whatever.Reki was rolled over by a train.Was it an accident or did she want to end her life I'm still not sure but the fact is if she's a Haibame then she didn't die since she can have a day of flight.If she had died she wouldn't have a halo or wings and be a regular human.
Again all of this is pure theory and speculation.All the humans in towns are probably people who never made it out of their comatose state and died in the real world.As for the togas they act as guardians of memory and facilitate the transitive state of the Haibame.Why is it so and who appointed them to that role is opened to debate.Could be god or whatever.
