When it's time to review on old and pretty much forgotten film (given everything that has happened in the franchise since), it's hard to not have some sort of relevancy bias. writers to weave a historical context into the story. But where it really works is on an emotional level. The soundtrack of the film, in particular the opening title sequence, gives off a sentimental vibe that works so well with the plot. And while the reunion between the two brothers is already known to be inevitable, it still has that unexpectedly strong impact to it that will definitely stay with me for a long time. While the main villain was underdeveloped and the ending can only be truly appreciated by those who have seen the entire series, FMA: The Conqueror of Shamballa does just enough to give a satisfying conclusion to the series.
