I think Eizouken ni wa Te wo Dasu na! has a larger target audience than it seems to have. Anyone who used to express themselves through art at some point in their life can find enjoyment in this show. If you used to draw stories on paper in your childhood, if you used to play as an adventurer anywhere from your living room to your schoolyard, you'l already get a good shot of nostalgia and empathize with the cast.

Beyond that, I liked the art and sound a lot, but I'd hold on the perfect score because it was a bit too rough in my opinion. ... Art and music are very well optimized and efficient (and I understand and appreciate that the show wants to demonstrate optimization here) but maybe a bit too much. Some tracks, even if they are very nice, starts to become repetitive because they stand out a lot.

The characters and the story are probably where the enjoyment will be proportional to how well the show targeted you.
The less you are into (pop & commercial) art in general and the less you'd enjoy the traits of these characters, aswell as the story. Both are very centered around industrial art and its production, and if their radiant love for anime doesn't reach you in any way, then it doesn't have much else to offer in the story and character department beside a diluted documentary about the anime industry. Having said that, I appreciate that the focus is also different and broader than Shirobako. The latter being more character and story centered while Eizouken is more about emotion -or passion really-, art, and is richer in terms of technical information.

As an industrial artist (games), I thoroughly enjoy "Eizouken ni wa Te wo Dasu na!". It stimulates my creativity, brings me back my childhood drive for creating stories and characters, give me reminders of key lessons every artist should keep in mind and gives me courage in this very competitive environment. I would recommend this anime to anyone interested in art, even just a little !
