The concept of walking to school couldn't get any better than this. From fighting with friends to getting yourself into the worst scenarios possible, sometimes due to video game influence.
The concept of walking to school is a simple one and is seen in many animes and mangas, there isn't much going on besides walking and maybe talking. Chio-chan no Tsuugakuro's best trait are the characters, with some relate-able moments here and there sprinkled in. If you've read Poputepipikku turn up the comedy by a few notches, if you haven't you are not missing much going into the anime.
The comedy is as mindless as it looks, most skits are short but just about every single one is a reference to pop culture/anime/video games/memes/etc. Some jokes went over my head but still got a chuckle out of me, I imagine everyone felt this way while watching Poputepipikku. Where the show shines in over the 4-panel manga is the animation. Many different studios work on various skits ranging from nicely drawn, poorly drawn, CGI, live acting, and even puppets. Gore, guns, explosions, and one naked boob.
Story [4] - Not much can be said in an action focused OVA like Under The Dog. Instead of giving us a story we are given many questions like "Who is the enemy?" "How did all of this happen?" "Who/what are these characters?". The story feels like it can truly go places, but where that place is no one knows since all we are left with is questions.
