Ginga Tetsudou 999 (1996)

The reason i decided to mark them as similar is a thing that takes place so much only in these two franchises from everything i ever saw - antivilains. Both Luffy and Tetsuro like playing role of Jesus by forgiving "bad" guys, making them actually appear to be the "good" guys. Mister 2 sacrificed himself more times than actually Luffy; Buggy, Crocodile, the son of the Axe-Hand guy and eventually the Axe-Hand guy himself, you remember, they all are now good, don't ya? In the Express 999 you literally feel sad for every villain killed by the protagonist, when they give him live advices as their last words. And if Tetsuro don't kill them you are left with a faith in the villain that aim to become the Great Bandit to restore society of his homeland. If you liked the part of One Piece, you should definitely read the Express 999, i suspect Oda took his style from the old stuff.
