This is an OVA/Movie masquerading as a season.
The only real episodes are 1, 2, 9, 11, 12. Everything else is filler.

Only #9-12 are directly connected. Everything else could be watched in any order, or not at all.
#1 and #2 introduce some stuff, that if you were to skip, you would miss info about the last episodes, like who/why, which is the only reason I call them real episodes and not filler, because they otherwise follow the same filler-episode style as the rest.

#10 is a retake of #9, told from a different character's perspective, using sliding VN game images and dialogue-text boxes (with audio), and ... clips spliced in at relevant timepoints from #9, with a few original episode clips.

Skipping #3-8, the only thing you will miss is who some people are in the finale's end credits, and like two mentions in #11.

I don't know what season 4 is about yet but I'm confident in saying you COULD also skip this entire season and not miss anything.
None of the new characters are that important, and the results of what happened here doesn't leave anything relevant that you wouldn't think would've happened from the results of season 2.

<b><u>Conclusion:</b></u>
If you want to see the story, watch 1-2, then 9-12.

If you just want any more content, watch the rest of the episodes.
They're only different in that 1) they don't continue the previous stories and 2) they don't matter to the overall story, and are completely isolated, which you only find out by watching the next episode(s).

I recommend in both cases, that you skip #10, because I believe it's an <b>objectively</b> bad episode.
