Honestly, I feel like I'm going crazy seeing the general reactions everyone has about this show. It is possible that everyone who isn't a complete fanboy has already dropped it, but I thought Season 1 was decent enough for me to give Season 2 a shot.
For an action shounen which set up this season as a big war between the two factions of the story, the action is unbelievably underwhelming. The battle scenes are awkwardly directed, the tension is non-existent since every fight gets resolved in an instant, and the animation/sound are serviceable at best.
This series' strong suit has always been the cute ways Senkuu
...
uses science in order to solve problems, and while there is a decent amount of that in this season too, it's not enough to make up where the show is lacking (every other department). It seems like this show was made to just appeal to the kids who paid attention in science class during middle-school.
Other popular shounen series haven't exactly set the bar too high in terms of characters/dialog/story etc. but Dr. Stone somehow manages to not even meet my fairly low expectations. The characters are bland and have no chemistry at all, the villains' motivations seem convoluted at first but eventually you realize that the author just didn't think about it all that much, and Tsukasa's backstory is the first time a piece of media has made me laugh at a little girl being in a coma.
Lastly, the humor is just bad. This show is not funny (at least not intentionally).
