What makes this short movie worth watching is the animation. It is very dynamic with strong focus on details, and the background art looks great too. Considering the era in which the movie was made the production value is then rather high.
Plotwise the movie portraits a fish society as a caricature of real human societies with apparent attempt to provide some moral lessons. There are no real individual characters. Story of this short ONA takes place in a posthuman – postapocalyptic - cyberpunk setting. However not being revealed directly, the plot is simplistic, and it rather serves just as a probe into the ONA’s universe than an attempt to create an intricate story interesting on its own. This is very similar with the characters, and considering the overall length, it is only natural that there is no place for much characterization.
