Genuinely, probably my most easily rewatchable Lupin IIIrd piece of media. I love it for that.
There's tons to love, despite the small issues. So, I'll briefly cover it.
The positives are easy to love, such as the better animation, making everything look glossy and well polished off. The dialogue, while I'd say is a little lightweight and doesn't make a lot of sense at points, is beyond acceptable, but not outstanding. Lupin behaves like Lupin, crazy for Fujiko and the MC, while also not missing a single beat. Jigen is gruff and about as box-standard as you can get, but noticeably cut back on his misogynistic

comments. And Goemon, is perfectly following the pre-Part IV/V Goemon. Certainly pre-Blood Spray. Fujiko is Fujiko, legitimately nothing to add. It's about as normal as normal can get for her being her. Nothing missing, nothing added.
The story is ok. Nothing outstanding as well, since even through the flashback at the start is very very investing, it loses effect later in the story since it feels unnecessary.
Now, the main drawbacks.
I'd say the "Nazi" villains are a bit far, despite the hilarity of "you should've learned about it in history class". The overall vibe of the story is a bit far. But, that can be said for most Lupin stories. I cannot dock it for merely including Nazis. So, I personally dock it just for how boring it is, as a villain story. Not particularly investing, once you learn that they're full-on Nazis, since the most of the punch is lost once the "villain" is booted for the "hidden/secondary villain".
Also, the MC isn't the most likeable. She definitely seems like a more of a nuisance than investing. The story with her and her grandfather is fairly interesting, but... it loses a lot when you rewatch it. The majority of the film is mostly just the gang being that gang, with a tagalong. But, unlike in other Parts of the Anime series, this MC is boring and feels bland. Even pedantic and annoying at times.
Overall, I would say this is a solid pick. Whether you know Lupin or not, it's a good watch.
Without knowing Lupin the IIIrd, I'd say it's around an 8, maybe a 7 if you aren't into the art.
Knowing Lupin the IIIrd and his entire setup and crew, it's very nice and refreshing. The story isn't great, but gets the job done. A new take on an older concept that doesn't do much else, I'd give it a 8.8 or 8.7, but MAL doesn't allow decimals, so a 9.
The drawbacks are indeed there, but not enough to ruin the watch for me, or any of the rewatches.
Better movie. Better Lupin. Papa Jigen.
